Semarang, 2026 – The Department of Business Administration, Faculty of Social and Political Sciences, Universitas Diponegoro organized a Community Service program focused on strengthening the human resource (HR) capacity of village officials in Kesongo Village, Tuntang District, Semarang Regency. This initiative serves as a practical application of the lecturers’ expertise in human resource management while enhancing their professional development through direct field experience. The program was led by Dr. Hari Susanta Nugraha, S.Sos., M.Si., and involved a dedicated team of lecturers and students.
This program is designed not only as a community service initiative but also as a contextual learning medium for lecturers to apply the concepts of Human Resource Management (HRM), performance management, and organizational development within the context of village governance. Generally, this activity aims to improve the work system of village officials through an HR management approach, focusing on competency mapping, task allocation drafting, Key Performance Indicators (KPI) formulation, public service SOP development, and the introduction of a digital-based administration system.
The program was implemented through practical and participatory stages. The activities began with a socialization session and a Focus Group Discussion (FGD) with the village officials, followed by the identification of work issues and needs. Next, technical training and competency assessments were conducted to map the capabilities of the village apparatus. The subsequent phase included a job description drafting workshop and a Key Performance Indicators (KPI) formulation workshop based on the SMART method.
The series of activities then concluded with the finalization of the outputs, namely job descriptions and KPIs that can serve as a foundation for evaluating the village officials’ performance. To enhance the quality of public services, the team also organized a training session on drafting Standard Operating Procedures (SOPs). During this activity, the village officials directly formulated SOPs for various services—such as certificates of domicile, certificates of low-income status (SKTM), and other administrative matters—complete with service workflows, completion times, and designated persons in charge.
In the digitalization aspect, the activities focused on the practical management of digital archives and the creation of a performance monitoring dashboard. Village officials were trained to scan documents, organize archives into digital folder systems, and input service data into an Excel-based system. Additionally, they learned how to use the dashboard to periodically monitor the volume of services, processing times, and apparatus performance. Following the training, the program continued with an implementation and mentoring phase to ensure the system operates optimally.
The results of the program show an increase in the capacity of village officials to understand and implement performance-based HR management. Public services have become more structured, service times more measurable, and administration more organized and easily accessible. The village apparatus also experienced an improvement in utilizing simple technology to support their work. Through this initiative, the Department of Business Administration, Universitas Diponegoro reaffirms its commitment to fulfilling the Tridharma Perguruan Tinggi (the Three Pillars of Higher Education), specifically through community service that delivers a direct impact while continuously enhancing lecturers’ competencies.
