Strengthening Students’ Legal Awareness through KUHP Corner: FISIP Undip and Bapas Class I Semarang Hold Interactive GEMA BASSAMA Discussion

Semarang, May 26th, 2026 — The Faculty of Social and Political Sciences, Diponegoro University, in collaboration with the Correctional Center (Bapas) Class I Semarang, organized GEMA BASSAMA under the theme “KUHP Corner: Interactive Discussion for Law-Conscious Students” at the FIMENA Auditorium, FISIP Undip. The event aimed to enhance students’ legal awareness and understanding through interactive discussions on the correctional system, law enforcement, and the implementation of Indonesia’s new Criminal Code (KUHP). The program brought together academics, law enforcement officials, and students in an educational and participatory forum.

The event began with participant registration and a pre-test session as an initial assessment to measure participants’ understanding of legal and correctional issues. The official opening ceremony was followed by welcoming remarks from institutional representatives. Dean of FISIP Undip, Dr. Drs. Teguh Yuwono, M.Pol.Admin., emphasized the importance of strengthening legal literacy among young people so that students not only understand the law normatively but also develop critical awareness regarding law enforcement dynamics in society.

The following remarks were delivered by the Head of the Department of Politics and Government Studies at FISIP Undip, Dr. Nur Hidayat Sardini, S.Sos., M.Si., who stated that universities hold both academic and social responsibilities in fostering a culture of legal awareness among students. Meanwhile, the Head of Bapas Class I Semarang, Totok Budiyanto, A.Md.IP., S.H., highlighted the importance of collaboration between educational institutions and correctional agencies in increasing public understanding of community guidance and social rehabilitation within Indonesia’s criminal justice system.

The program continued with the signing of a Cooperation Agreement between Bapas Class I Semarang, FISIP Undip, and the Department of Politics and Government Studies as a shared commitment to developing legal education, community engagement, and institutional collaboration. Following a group photo session, the event proceeded to the main agenda consisting of presentations and interactive discussions.

The first presentation introduced the Correctional Center and its primary functions, delivered by Totok Budiyanto. In his presentation, he explained the role of Bapas in guidance, assistance, and social reintegration processes for correctional clients. The second session was delivered by Solihah, a Community Counselor, who discussed the role of Bapas in the implementation of criminal punishment in Indonesia under Law Number 1 of 2023. The session provided participants with insights into the transformation of Indonesia’s criminal justice system and the strategic role of community counselors in implementing the new Criminal Code.

In the following session, Senior Commissioner of Police Nunuk Setiyowati, S.I.K., M.H., delivered a presentation on law enforcement aspects and crime prevention among university students. In her remarks, she highlighted the importance of legal awareness, digital ethics, and students’ vigilance toward various forms of legal violations emerging both in social environments and digital spaces. She also stressed that crime prevention requires active participation from society, particularly young people as agents of social change.

The event continued with an interactive discussion and question-and-answer session moderated by Faiz Kasyfilham together with alumni representatives from the 2020 cohort. The discussion was conducted dynamically, with participants enthusiastically raising questions regarding the implementation of the new Criminal Code, the correctional system, and contemporary law enforcement challenges in Indonesia. Through this forum, students gained the opportunity to engage directly with practitioners and academics to broaden their perspectives on current legal issues.

 To conclude the event, participants completed a post-test and evaluation session to assess the improvement of their understanding after attending the program. Through GEMA BASSAMA, FISIP Undip and Bapas Class I Semarang hope to strengthen legal awareness among university students while encouraging sustainable collaboration between educational institutions and law enforcement agencies in building a more law-abiding and just society.
