Semarang (25–26/04). The Upgrading event of the HMPS (Student Association) of Public Administration 2026 is one of the initial work programs organized by the Department of Cadre Development and Student Resource Development as a strategic step in building the organization’s foundation. This activity serves as an initial space for all functionaries to align their vision, values, and organizational direction in order to create more effective, focused, and harmonious performance.
On the first day, the event began with a session on “Modern Organization” delivered by the Chairperson of the Public Administration Study Program Student Association. This session aimed to provide all functionaries with an understanding of modern organizational dynamics, the importance of adaptation, and collaboration in carrying out organizational roles. In detail, the material explained the VUCA era in the context of student organizations, describing a campus environment that is dynamic, uncertain, complex, and often ambiguous. This demands that student organizations no longer operate conventionally. Organizations must be able to adapt quickly, respond to changing student needs, manage various interconnected internal and external factors, and make decisions critically and innovatively so that work programs not only achieve completion (output) but also create real impact (outcome) for members and the surrounding environment.
The activity continued with a talk show session featuring the Executive Board members who had participated in the LKMM-TD (Leadership and Management Training – Intermediate Level). In this session, participants gained insights and experiences related to leadership and organizational capacity development through interactive dialogue. This session was part of the “Up” concept, aimed at enhancing functionaries’ understanding and readiness in organizational life. After the lecture and talk show, participants were divided into seven cross-departmental groups to work on different case studies for each group. This grouping encouraged the exchange of perspectives across fields and trained problem-solving skills and teamwork. Executive Board members from each department also served as facilitators to guide the discussions.

Next, a sense of togetherness was built through a Bonding session filled with various inter-departmental games in the afternoon, followed by a warm and enthusiastic gathering (makrab) in the evening. Participants were also given time to discuss with their respective groups to complete the case studies, which they would present the next day.
On the second day, the activity continued with a public presentation session. Each group presented their case study results for 10 minutes, followed by feedback from panelists from the Executive Board according to their respective fields. In addition, there was a 5-minute public discussion session for questions and responses. This activity trained communication skills, critical thinking, and readiness to face organizational dynamics.
During implementation, the Upgrading HMPS Administrasi Publik 2026 also applied a dress code: on the first day, participants wore department jackets with casual bottoms; during the game session, black tops with casual bottoms; and on the second day, during the public presentation, batik tops with black bottoms. Carrying the theme “ASCEND: Rooted Together, Rising Beyond” and the tagline “Rooted in Unity, Rising in Glory,” this activity is expected to strengthen individual capacity while also strengthening the sense of togetherness among functionaries, so that HMPS Public Administration can become a more solid, progressive, and sustainable organization.
