Optimizing the PPA-PKH Program in Magelang: Challenges and Solutions in Returning Child Workers to School

Semarang – Dra. Dewi Rostyaningsih, M.Si, has authored a research journal titled “Implementasi Penarikan Pekerja Anak – Program Keluarga Harapan (PPA-PKH) di Kabupaten Magelang”  (The Implementation of the Child Workers Withdrawal Program – Family Hope Program (PPA-PKH) in Magelang Regency). This study thoroughly discusses the implementation of a government program aimed at reducing the number of child workers from Extremely Poor Households (RTSM) and returning them to school. The program was conducted using a qualitative approach, with in-depth interviews as the primary data collection method. The research results indicate that the program’s effectiveness remains suboptimal, with only about 60% of child workers successfully returning to school after receiving support.

The primary drivers of the program’s success include strong policy backing and high motivation from the program implementers. However, significant barriers were identified, such as challenges in validating data on child workers, resistance from schools, and financial constraints, particularly transportation costs and pocket money, which prevented some children from returning to school. These obstacles have led some children to continue working despite being part of the program.

The study offers several key recommendations to enhance the success of the PPA-PKH program, including the need to improve oversight of fund management, enhance supporting facilities, and strengthen coordination among the implementation teams. Additionally, the program’s socialization to the public must be improved, particularly in educating parents about the importance of education for their children. Support from local governments and the private sector is also expected to play a more active role in sustaining the program, especially in funding post-shelter activities and child mentoring.
