Regarding public administration ethics, there have been many bureaucratic apparatus that have abused their authority either intentionally or unintentionally. Public administration ethics is a guideline or controlling tool for administrators in carrying out their duties and authorities. Therefore, one of the values of public administration or a code of ethics that must be obeyed by a public official is anti-corruption. However, at this time corruption cases are still rampant, especially among administrators or Civil Servants. This corruption case arises due to several factors such as the lack of internalization of ethics and morals, the absence of personal integrity making bureaucrats so easy to violate their promises of office and basic obligations, and denying honesty in their work, as well as the existence of democratic futurism from the past. Therefore, to prevent this corruption case, we can build bureaucratic ethics and strengthen the human resource control system.
