Transformation of Sepakung Village: From Limited Access to Indonesia’s Cyber Resilience Model

A recent study titled “Sepakung Village: Micro Resilience in the Borderless Era” by Ika Riswanti Putranti, S.H., M.H., Ph.D., a lecturer in the Department of International Relations at Universitas Diponegoro, highlights the development of Sepakung Village as a digital village. The research explores the positive impact of installing wireless internet facilities across 12 districts surrounding the village, enabling broader access to information and facilitating digital administration. The primary goal of this study is to assess the level of cyber resilience in the village and develop a cyber resilience model for Indonesia’s digital villages, considering legal, economic, socio-cultural, political, and technological aspects.

Sepakung Village, previously hindered by poor mobile network coverage due to its mountainous location, has now become a pioneer in rural digital transformation. The local government’s digital village project not only improved the quality of life by providing internet access but also allowed residents living outside the village to participate in village administration online. However, the research also highlights emerging challenges, such as increased consumption through e-commerce, which must be properly managed.

In her journal, Putranti emphasizes the importance of cyber resilience, which goes beyond security to include the ability to detect, respond to, and recover from cyberattacks. While Sepakung Village’s residents possess basic knowledge about cyber threats, collective involvement in strengthening cyber resilience still needs improvement. Cooperation between the community, government, and academics is essential to create a resilient and sustainable digital community.

Ika Riswanti Putranti, who completed her undergraduate and master’s studies at the Islamic University of Indonesia and earned her Ph.D. from the University of Ferrara, Italy, is an expert in criminology. With her strong academic background, Putranti focuses on the importance of collective resilience against cyber threats in the digital era, where villages like Sepakung stand as successful examples of technological transformation in Indonesia.
