Universitas Diponegoro in collaboration with the State Civil Apparatus Commission and IAPA (Indonesian Association for Public Administration) or what was known as the Indonesian Association of State / Public Administration Sciences had held a socialization of the ASN Neutrality. The event was packaged in a webinar with the theme called “Building Meritocracy and Indonesian Democracy” at the auditoriumof FISIP Undip, on Friday (20/11). The event was attended by the Undip Rector, Prof. Yos Johan Utama, the Dean of the Faculty of Social and Political Sciences, Dr. Hadi Wasono, and more than 300 participants from the provincial, municipal and regional governments in Central Java.

In his speech, the Undip Rector, Prof. Dr. Yos Johan Utama, SH., M.Hum. said that this year campaign’s patterns would be much different due to the Covid-19 pandemic. The ASN was demanded to be committed to the state with the existing laws and regulations which currently controlled the ASN regarding the neutrality in politics. Prof. Yos also revealed that a strong, accountable, and objective meritocracy was the key to prevent the ASN involvement in politics.

“Neutrality should not only exist during the campaign, but also from the very begining when the ASN is just inaugurated. So that, there will be no indication of participation in the campaign” said the Rector.

Meanwhile, from the DPP IAPA, Drs. Muh Aziz Muslim, M.Si. said that this seminar was held several times in various areas, and in cooperation between the State Civil Apparatus Commission and the IAPA as a form of the ASN neutrality. The neutrality of an ASN needed to be guarded not only in the regional elections. The commitment to neutrality of the ASN must become the understanding of all parties from the political realm. Hopefully, the ASN could become a trustworthy employee for the country and the nation, ” Aziz said.

In the Governor of Central Java’s remarks represented by the Plh. Central Java Regional Secretary, Ir. Dyah Lukisari M.Si, it was said that a good regional election was the key of a good democration in the life of the people and of the nation with the neutrality of the ASN.

The ASN was considered to be in the spotlight which must be neutral. This was because in large numbers, it could be supporters for one of the political incumbents. Dyah also revealed that the ASN was currently under the controll of good regulations to bind itself to the ASN code of ethics, to be loyal to serve the community and government without having to look at political references on him.
