Semarang – Rawan Korupsi Isu dalam Implementasi Dana Desa (Vulnerability to Corruption in Village Fund Implementation) is a research journal authored by Dr. Dra. Dyah Lituhayu, M.Si., which reveals serious issues surrounding corruption in the management of village funds in Indonesia. These funds, intended to improve community welfare and empower villages, have instead become a platform for misuse by village heads and other local officials. The study highlights weak oversight systems and a lack of accountability as the main factors contributing to the numerous cases of corruption involving village funds.
This research employs a descriptive qualitative approach through a literature study to analyze various corruption cases since the village fund program was launched in 2015. The data shows a significant increase in the number of village heads involved in criminal acts of corruption. The journal also emphasizes the culture of patronage in villages, which hinders the community from overseeing village heads who hold significant power in determining fund allocations.
To prevent corruption, the journal recommends strengthening oversight by involving independent institutions and implementing e-government to enhance transparency and accountability in village fund management. With these measures, village funds are expected to be optimally utilized for the benefit of the community and sustainable village development.

Dr. Dra. Dyah Lituhayu, M.Si., is a lecturer in the Department of Public Administration at Universitas Diponegoro. She obtained her master’s degree from Universitas Gadjah Mada and her doctoral degree from Universitas Diponegoro. Currently, she teaches in the undergraduate Public Administration Program at the Rembang Campus, with a focus on Anti-Corruption Education.
